I would recommend following order of your skills.

1. Lightning Strike: This skill is the best skill of the lightning mage when it comes to the damage! The damage is very good and its hits a lot of targets at same time, and what is also very cool is the fact that strike has got the ability to faint the target! And that can work wonder in training! And at first a lightning mage should look that it can train a bit...
the only negative side of lightning strike is, that it has got a cool down of 15 seconds, in comparison to the other damage skills very long... but when you use strike wise, its definatly a good choice to master it first!

2. Natures Blessings is one of the main reasons why lightning mages can rock! To me a lightning mage without good healing is like chili sin carne... something is missing A good heal can safe ur a** in the right time! There are some mages who prefer healing as first master. Well its ok and can work too, but its definatly harder then having a damage skill as first! I mean training without a damage skill... omg that takes time. I prefer training faster at first to get my 2. master, as having a good heal at first, but it takes year to get the 2. master...

3. Lightning Lance is a very lovely skill for pvp! It always hits the target, sometimes more when they stand directly next to each other. The damage is good and the cool down of only 7 seconds is great! The interaction of lance, strike and heal makes the lightning mage strong in pvp! In my point of view real pvp starts with the 3. master for lightning mage, and lance is the best damage skill of a lightning mage for pvp, so no need to have it before 3. master. Some ppl take lance as first master cause of the cool down, but lets be honest, in comparison to strike, lance is not so effectiv in pvm...

4. Speed of Wind: Who doesn't love it to run around very fast and to have a high skill speed??? Yes, noone! Speed P gives you 48% movement and 44% skill speed, what is absolutly lovely! In PvP and also in Pvm! I cannot imagine anymore to play without speed... everytime speed is over I feel like a lazy snail... but there is no need to have speed before 4th master, cause the skill speed is usefull when u have skills for what u can use it...
